There shall be elected in nineteen hundred and seventy-seven
(1977)and every four
(4)years thereafter, in each county a county judge/executive who shall enter upon the discharge of the duties of his office on the first Monday in January after his election, and continue in office four
(4)years, and until the election and qualification of his successor.
