(1)Any special district may be expanded to include additional counties within its
jurisdiction for performing the function for which it was organized.
(2)Before a county may participate in a multi-county special district, the fiscal court
shall determine that participation is feasible and necessary. The determination shall
be made only after a duly advertised public hearing has been held by the fiscal
court.
(3)When a county is added to a multi-county special district, it shall be given
representation on the governing body of the district in the same manner as the other
counties within the district.
(4)Members of the governing body of multi-county special districts may be removed
from office as provided by KRS 65.007.
