By January 1, 1991, a minimum of fifteen
(15)percent of the purchases of garbage can liners by state agencies shall be starch-based plastic garbage can liners. The percentage shall increase by five
(5)percent annually until fifty
(50)percent of the purchase of garbage can liners are purchases of starch-based plastic garbage can liners.
