The department and the Department of Agriculture are authorized to promulgate administrative regulations pursuant to KRS Chapter 13A as necessary to implement and carry out the provisions of KRS 438.305 to 438.350, including establishing a procedure for administering citations, issuing orders, adjusting fees, and filing appeals under this section and KRS 438.3067 for any violation of the provisions of KRS 438.305 to 438.350, order of the commissioner, or administrative regulations promulgated by the department.
