As used in this section and KRS 434.442, unless the context otherwise requires:
(1)"Educational institutions" means those schools providing postsecondary education
including technical, community and junior colleges, and colleges and universities;
(2)"Governmental agency" means any agency of the state or local government; and
(3)"Secondary school" means a school with grades nine
(9)through twelve (12).
