If it be necessary to sell, for payment of debt, one or more parcels of personal property which, in the opinion of the officer making the sale, can not be divided without materially impairing the value thereof, he shall sell the whole property, though it bring more than the sum to be raised; but he shall have no commission on the excess. The excess shall be paid to the defendant, or the bond therefor shall be payable to him.
