(1)No money shall be paid out of the Treasury except by the check of the Treasurer
upon a state depository, or through the provisions of KRS 45A.655.
(2)Payments may be made direct by the Treasurer to the persons entitled to receive
them, by mail or otherwise, or through the heads of the budget units which incurred
the expenditures.
