As used in KRS 280.020 to 280.130, unless the context otherwise requires:
(1)"Department" means the Department of Highways.
(2)"Bridge company" or "ferry company" means any person owning, controlling,
operating or managing any toll bridge or toll ferry.
(3)"Toll bridge" or "toll ferry" means any bridge or ferry located or operated entirely
within this state that is operated over or connects with any highway embraced in the
state primary road system and is used in the business of transporting persons for
compensation over any stream in this state.
