Notice of decisions and orders made by the cabinet under the provisions of this chapter shall be made by certified mail addressed to the last known address on file with the cabinet, by personal service, or other method of delivery which may include electronic service. The notice shall be mailed, or personal service or other method of delivery shall be obtained, no later than fifteen
(15)working days after the decision or order. Notice shall be complete and effective upon mailing or delivery.
