Any person who is aggrieved by any ruling, decision or action of the cabinet on other than matters of internal administration may appeal to the secretary within thirty
(30)days after said ruling, decision or action, by filing with the secretary a written complaint setting out the ruling, decision or action complained of, the reasons that such person is aggrieved and the relief sought by such person.
