At the end of the thirty
(30)day period following the notification of all property owners of the assessment against their property, the attorney for the district, upon receiving instructions so to do, shall file in the office of the county clerk a lis pendens notice against each parcel of property the owner of which has entered into an agreement to pay his assessment in installments or who has failed or refused either to pay his assessment in cash or to enter into an agreement, and the lien hereinbefore created shall thereupon be and become effective as against each parcel of property so affected.
