It shall be the duty of the board of directors to cause to be mailed to each property owner liable for an assessment, to his last known address, a notice of the amount falling due ten
(10)days prior to the date on which any installment of principal becomes due. The failure of such property owner to receive a notice shall neither exempt him from liability for the assessment nor prejudice the collection thereof or the enforcement of the lien therefor.
