In all cases where agreements to pay assessments in installments have not been filed within the time limit, the entire amount of the assessment shall be payable in cash. Any assessment not paid within thirty
(30)days from the date of notice, shall bear interest at the rate or rates or method of determining rates as the board of directors deems best from the date of the assessment and levy, and shall be collected by suit.
