(1)Any person owning land upon a watercourse may erect a wharf on his land, or a pier
or bulkhead in the watercourse opposite his land, but he must not obstruct
navigation nor injure the private rights of any person in doing so.
(2)If the Circuit Court of the county in which the wharf, pier or bulkhead is located,
believes that the wharf, pier or bulkhead obstructs navigation or encroaches on any
public landing so as to prevent the free use thereof, the court may abate it.
