The commissioner is hereby directed to charge a fee of fifty dollars ($50) for the issuance of a permit required by KRS 177.915. Such permit shall be effective for a two
(2)year period beginning July 1, 1962, through June 30, 1964, and each two
(2)year period thereafter. Proceeds from such fees shall be paid to the State Treasurer and hereby are appropriated to the state road fund.
