The board of trustees of the free public libraries in cities of the first class, created or existing under the laws of Kentucky, which have not less than two
(2)full time employees, may provide for their retirement with annuities; may adopt the American Library Association retirement plan or make such other provisions for retirement of its employees as the board deems proper, whether similar to the American Library Association retirement plan or otherwise.
