An application for a military-overseas ballot is timely if received by the close of business hours seven
(7)days before the election. An application for a military-overseas ballot for a primary, whether or not timely, is effective as an application for a military-overseas ballot for the regular election. If an application is received after seven
(7)days before an election, the applicant shall be informed of his or her ability to utilize a federal write-in absentee ballot pursuant to KRS 117A.100.
