On any day after ballots have been certified by the Secretary of State as provided in KRS 118.215, and petitions to allow consolidation of precincts have been approved by the State Board of Elections as provided in KRS 117.066, but not less than five
(5)days prior to the election day, the county clerk shall have the automatic tabulating equipment tested in the manner prescribed by the State Board of Elections.
