108.040 Director -- Appointment -- Powers and duties.

(1)The director shall be appointed by the council and shall serve at their pleasure; but
the director shall not be removed unless he has received from the council a notice of
intention to remove him and the reasons therefor and unless a public hearing has
been held on the charges. The director shall, as the chief executive officer of the
district, appoint and remove heads of departments of the district, with the approval
of the council, appoint and remove other employees of the district, supervise their
activities, and fix their compensation, subject to regulations adopted by the council.
He shall receive the compensation fixed by the council. No residence qualification
shall be required of the director. In the event of a vacancy in the office of the
director, it shall be filled by appointment by the council.
(2)The council shall designate a qualified administrative officer of the district to
assume the duties and authority of the director during periods of temporary absence
or disability of the director.
