board -- Number -- Term -- Compensation -- Duties. The fiscal court, except in a county containing a consolidated local government, in which case it shall be the mayor pursuant to the provisions of KRS 67C.139, shall appoint a bipartisan county welfare advisory board of not less than five
(5)nor more than nine
(9)residents of the county. The members shall be appointed in such a manner that the term of at least one
(1)member shall expire annually. Any vacancy shall be filled for the unexpired term in the same manner as the original appointment. Members of the county welfare advisory board shall serve without compensation. The county welfare advisory board shall suggest rules and regulations to the county director of welfare with respect to the organization of the county department of welfare, and shall advise the director and the fiscal court or consolidated local government, respectively, as to budget estimates, policies, and other problems of welfare activities.
