of city-county children's home. By agreement between the fiscal court of the county and the mayor and the board of aldermen of the city, the department may succeed to the property and functions of the board of a city-county children's home established under Chapter 201, Kentucky Revised Statutes, to any extent as to management, operation, maintenance and ownership as said agreement may authorize and direct. In the event that such agreement so provides, the board of the city-county children's home shall take all proper steps to effect the legal transfer of title to its property as directed by said agreement.
