A county subject to the crediting provisions set forth in KRS 68.197 shall have standing to challenge a proposed annexation on the basis that a city has failed to comply with the provisions of this chapter. The county may bring suit in the Circuit Court of the county in which the territory to be annexed is located. Any suit brought pursuant to this section shall be brought prior to or within sixty
(60)days after the enactment of the ordinance finally annexing the territory into the city.
