assistants and deputies. The air pollution control officer, his deputies and assistants, during reasonable hours, for the purpose of enforcing or administering this chapter or of any order, regulation or rule prescribed pursuant thereto, may enter every building, premises, or other place, except a building designed for and used exclusively as a private residence and may stop, detain and inspect any vehicles whether designed for and used on a public highway, rails, or in any other manner.
No person shall in any way deny, obstruct, or hamper such entrance, or such stopping, detaining or inspection of such vehicle, or refuse to stop such a vehicle upon the lawful order of the air pollution control officer, his deputy or assistant.
