(1)Each warrant of the Finance and Administration Cabinet upon the Treasury shall
specify the date, amount, and person to whom payable, and no money shall be
disbursed by the Treasurer unless the warrant contains these specifications.
(2)No warrant shall be issued unless the money to pay it has been appropriated by law.
The Finance and Administration Cabinet may require any claimant to state on the
face of his claim the law under which it is payable.
(3)The Finance and Administration Cabinet shall record all warrants in the unified and
integrated system of accounts.
(4)The Treasurer shall maintain electronic records in the unified and integrated system
of accounts that show all checks issued, the name of the payee, date, and amount
and shall be in a format that is readily reconcilable with the warrants issued by the
Finance and Administration Cabinet.
