vote. The board shall not incur nor permit the incurrence of any indebtedness, in any manner or for any purpose, in an amount exceeding, in any fiscal year of the board, the income and revenue provided for the year through the appropriations provided for in KRS 212.470 for the purposes of KRS 212.350 to 212.620, and funds derived from other sources, without the assent of the voters in the county, including the voters in the municipalities located in the county, voting at an election called and held for that purpose.
