(1)Unless otherwise provided in this chapter, KRS Chapter 189, and KRS Chapter
281, fully autonomous vehicles and automated driving systems are governed
exclusively by the provisions of KRS 186.760 to 186.779. The Transportation
Cabinet is the sole and exclusive state agency that may implement KRS 186.760 to
186.779.
(2)No state agency shall prohibit the operation of fully autonomous vehicles or
automated driving systems, or otherwise enact or keep in force rules or ordinances
that would impose taxes, fees, or other requirements, including performance
standards, that are specific to the operation of fully autonomous vehicles or
automated driving systems.
(3)The Transportation Cabinet may promulgate administrative regulations in
accordance with KRS Chapter 13A to implement procedural provision of KRS
186.760 to 186.779, but shall not impose additional requirements on the operation
of fully autonomous vehicles or automated driving systems that are inconsistent
with KRS 186.760 to 186.779.
