When ordered by the fiscal court, every owner and manager of lands bordering on the public roads shall clear away and carry from alongside the roads, all bushes, weeds, shrubs and overhanging limbs of trees and other obstructions, and keep all hedge fences along the road so trimmed that they at no time will become more than five
