United States. In each county having within its boundaries a geographical area which has been ceded or leased to the government of the United States, the county clerk shall designate the precincts to which voters claiming Kentucky residence for voting purposes shall be assigned. If the ceded or leased territory extends beyond a single county, the county clerk in each county encompassing a part of the territory shall assign voters to the appropriate precincts. In making the assignments of absentee voters in any county that contains all or portions of more than one
(1)congressional or state legislative district, any advantage shall be given to the district containing the largest territory.
