Provided, however, That if within twenty days from the date of the last publication of the resolution creating such sewage district the resident owners of fifty-one percent of the real property lying within such proposed sewage district shall file with the township clerk written protests against the creation of such sewage district, the township board shall not proceed further with the creation of said sewage district.
