75-449. Printing and binding by secretary of state; procurement of private services. Notwithstanding the provisions of K.S.A. 75-1005 (a), and amendments thereto, for the purpose of fulfilling public printing and binding requirements provided by law, the secretary of state may utilize the printing or binding services of the division of printing or, in the discretion of the secretary of state, may acquire printing or binding services in accordance with the purchasing and procurement laws applicable to state agencies.
