66-1,249. Laws of Kansas as governing law with respect to transfers of interest or right or pledge or creation of security interest. The law governing validity, enforceability, attachment, perfection, priority and exercise of remedies with respect to the transfer of an interest or right or the pledge or creation of a security interest in any securitized utility tariff property shall be the laws of this state.
