46-152. Preparation of vouchers and payrolls of legislators and legislative officers and employees in certain cases; selection of certain employees.
(a)Except as may otherwise be provided by law, the director of legislative administrative services shall prepare vouchers for expenses and allowances and payrolls for members of the legislature, except for service as a member of the Kansas commission on interstate cooperation, the advisory committee to the Kansas commission on interstate cooperation, the legislative post-audit committee or the Kansas judicial council.
(b)The payroll of employees of the legislature paid from appropriations for legislative expense shall be approved by the revisor of statutes as to all such employees who work under the revisor's direction, by the secretary of state as to all such employees who work under the secretary of state's direction, by the state librarian as to all such employees who work under his or her direction and by the director of legislative administrative services as to all other such employees of the legislature.
(c)Employees of the legislature working under each of the officers specified in subsection
(b)of this section shall be selected by each of such officers respectively, subject to the approval of the legislative coordinating council. Each senator's personal secretary shall be selected by such senator. The senate or the house of representatives may provide for employment of specific officers of their respective houses.
(d)The department of administration shall render to the director of legislative administrative services such assistance as may be needed in the preparation of payrolls.
