19-4475. Director, appointment, qualifications, compensation, oath, bond, and duties. The board shall appoint a law enforcement director for such agency. Persons appointed to the office of director shall be citizens of the United States, not less than twenty-five
(25)years of age, have experience in law enforcement supervision and shall not have been convicted of a felony under the laws of this state, any other state or of the United States. The director shall serve at the pleasure of the board and shall receive such salary and compensation as shall be fixed by resolution of the board. Such director, before entering upon the duties of his office, shall take and subscribe to an oath as other county officials and shall give bond in such amount and subject to such conditions as that required for the office of sheriff. Such oath and bond shall be filed with the county clerk. The director shall be responsible to the board for the operation and administration of the department and for the enforcement of law and providing of police protection within the county in conformance with rules and regulations adopted by such board. He also shall:
(a)Attend all meetings of the board, unless excused by the board;
(b)keep the board advised as to the financial condition of the agency;
(c)make recommendations to the board concerning law enforcement within the county;
(d)have no vote in matters before the board and shall refrain from attempting to establish policy for the board except as he shall make recommendations to the whole board;
(e)refrain from any and all political activity whatsoever and conduct himself in a manner befitting the highest standards of a law enforcement officer;
(f)cause those ministerial duties formerly performed by the sheriff, as described in K.S.A. 19-4478 , to be performed by the department under his direction; and
(g)appoint an assistant director to perform the duties of the director in his absence.
