13-1225. Same; manager of collections and accounts; qualifications; duties; bonds. The board of public utilities shall appoint a manager of collections and accounts to serve at the pleasure of the board and who:
(1)Shall keep a regular set of books for the water plant and the electric plant, showing in detail the business transactions of each of the plants;
(2)shall be an accountant not less than thirty years of age and with not less than five years' experience in utility accounting;
(3)shall have general supervision and charge of all office employees of the departments; and
(4)shall monthly make a complete report to the board and to the governing body of the city, showing the transactions of the preceding month and the financial condition of the water department and the electric-light department. Such report shall also include a correct account of all collections, appropriations, expenditures and approved claims entitled to payment.
A bond to the city in a sum to be fixed by the board conditioned on the faithful performance of the duties of the manager and any assistants shall be obtained and paid pro rata out of revenue of the departments.
