12-145. Same; exemptions. No city shall levy a vehicle tax on:
(a)Motor vehicles which are exempt from the requirements of state motor vehicle registration under the provisions of K.S.A. 8-128 or 8-136 ;
(b)motor vehicles for which provision is made for registration under K.S.A. 8-161 , 8-168 or 8-1,101 to 8-1,123 , inclusive.
