Sec. 86. "Fiscal body" means:
(1)the county council, for a county not having a consolidated city;
(2)the city-county council of a consolidated city and county;
(3)the common council of a city;
(4)the town council of a town;
(5)the township board of a township; or
(6)the board of directors of a conservancy district.
