Sec. 4. Whoever shall lay out any town or make any addition to any city, village or town, or re-subdivide any lots or blocks therein, and neglect to plant any corner stone when required by this Act, or shall survey the same or cause it to be surveyed in any other manner than that which is prescribed in this Act, shall be guilty of a petty offense and fined in any sum not less than $25 nor exceeding $100.
