Sec. 15. Purposes. The purposes of this Act are:
(1)To create the Ad Hoc Statewide Domestic Violence Fatality Review Committee of the Illinois Criminal Justice Information Authority Board to support domestic violence fatality review in this State.
(2)To establish regional domestic violence fatality review teams that engage in domestic violence fatality review in this State in order to foster systemic reform that aims to:
(A)reduce domestic violence and domestic violence related fatalities and
near-fatalities in this State;
(B)address disparate and discriminatory practices and attitudes in the systems that
interact with victims, survivors, and offenders; and
(C)reduce the cost on society of domestic violence and domestic violence related
fatalities and near-fatalities by:
(i)reviewing selected cases eligible for review;
(ii)examining how systems have responded to individual experiences;
(iii)identifying gaps and barriers to effective and equitable responses that
promote safety, stability, well-being, healing, and accountability; and
(iv)recommending strategies to improve community and systemic responses to domestic
violence in order to foster points of intervention and support that are effective, coordinated, collaborative, consistent, just, and equitable.
