Sec. 203. The Department, taking into consideration the recommendations of its Prescription Monitoring Program Advisory Committee, may issue a rule scheduling a substance in Schedule I if it finds that:
(1)the substance has high potential for misuse; and
(2)the substance has no currently accepted medical use in treatment in the United
States or lacks accepted safety for use in treatment under medical supervision.
