Sec. 3.
(a)All mass transit employees shall be required to participate in an anti-crime program that comprehensively addresses the identification of and reaction to potentially dangerous situations involving carrier operatives or passengers.
(b)The establishment of minimum standards, however, in no way precludes a carrier from implementing alternate or more advanced programs so long as said programs are:
(1)consistent with the imperative of subsection (a);
(2)developed in consultation with a recognized crime prevention organization; and
(3)carried out in consultation with the Review Committee established under Section 8 of
this Act.
