Sec. 105. Fines and penalties. The city council of a participating municipality may adopt any fines or penalties as it deems proper. All fines and penalties shall be imposed by ordinance, which shall be published in a newspaper of general circulation in the area of the Port District within the municipality's corporate limits. An ordinance imposing fines or penalties may not take effect until 10 days after its publication.
