Sec. 15-117. Global Positioning System Technology and the Designated Truck Route System Task Force.
(a)A Global Positioning System Technology and the Designated Truck Route System Task Force shall be appointed to study and make recommendations for statutory change.
(b)The Task Force shall study advances in and utilization of Global Positioning System
(GPS)technology relating to routing information for commercial vehicles. The Task Force shall also study the implementation and compliance with the Designated Truck Route System under Section 15-116 of this Code.
(c)The Task Force shall be composed of the following members, who shall serve without pay:
(1)one member of the Senate appointed by the President of the Senate;
(2)one member of the Senate appointed by the Minority Leader of the Senate;
(3)one member of the House of Representatives appointed by the Speaker of the House of
Representatives;
(4)one member of the House of Representatives appointed by the Minority Leader of the
House of Representatives;
(5)the Secretary of the Illinois Department of Transportation or his or her designee;
(6)one member representing the global positioning system technology industry appointed
by the President of the Senate;
(7)one member representing the commercial trucking industry appointed by the Minority
Leader of the Senate;
(8)one member representing a unit of county government appointed by the Speaker of the
House of Representatives;
(9)one member representing a unit of municipal government appointed by the Minority
Leader of the House of Representatives; and
(10)one member representing the county engineers appointed by the Minority Leader of
the House of Representatives.
The members shall select a chairperson from among themselves.
(d)The Task Force shall meet within 60 days of the effective date of this amendatory Act of the 96th General Assembly and meet at least 2 additional times before December 31, 2010. Staff support services may be provided to the Task Force by the Illinois Department of Transportation.
(e)The Task Force shall submit to the Governor and General Assembly a report of its findings and recommendations for legislative action necessary to accomplish one or more of the following goals:
(1)improving public traffic safety,
(2)preserving roadway infrastructure,
(3)addressing advances in GPS technology relating to truck routing, and
(4)producing an accurate statewide designated truck route system through effective enforcement of Section 15-116 of this Code. The Task Force report must be submitted no later than January 1, 2011. The activities of the Task Force shall conclude no later than January 31, 2011.
