Sec. 46. When instruction unlawful. When the Department requires the registration of federal licenses, certificates or permits, or the obtaining of certificates of approval, under paragraphs
(1)or
(2)of Section 42, it shall be unlawful to operate an air school or to give instructions in flying or ground subjects in this State, without first registering such federal licenses, certificates or permits, or obtaining such certificates of approval, as may be required by the Department pursuant to paragraphs
(1)or
(2)of Section 42.
