Sec. 10.5. Effect of other laws. None of the following shall be construed to limit the authority created by this Act:
(A)Section 5-12001 of the Counties Code;
(B)Section 5-12001.1 of the Counties Code;
(C)Section 110-5 of the Township Code; and
(D)Section 11-13-1 of the Illinois Municipal Code.
