Sec. 23. State Mandates Act. The General Assembly finds that pursuant to the exemption provided for in subsection

(a)of Section 6 of The State Mandates Act and the exclusions provided for in subparts

(2)and

(5)of subsection

(a)of Section 8 of that Act, that the State is relieved of all reimbursement liability for the implementation of this Act.
