Sec. 11. It shall be a violation of this Act for any person:
(1)To cause or assist in the violation of Section 9 or 10 of this Act or any regulation
promulgated hereunder.
(2)To fail to adhere to the schedule set forth in, or pursuant to, this Act for
adopting and reviewing a waste management plan.
(3)To fail to implement the recycling component of an adopted waste management plan.
