Sec. 3-5. Any group of counties which receives a grant under the provisions of this Act may
(a)acquire by any lawful means, including purchase, lease or transfer of custodial control, the lands, buildings and equipment necessary and incident to the construction of the facility receiving a grant under this Act,
(b)determine and establish the administrative structure best suited to the efficient operation of the correctional facility described in Section 3-3, and
(c)employ an executive director and any other officers and employees as deemed necessary for the operation of the correctional facility awarded a grant under this Act.
