Sec. 10. Zero-emission vehicles of governmental units. Notwithstanding any other provision of law, beginning on January 1, 2030 all passenger vehicles, except for law enforcement vehicles, purchased or leased by a governmental unit must be either a manufactured zero-emission vehicle or a converted zero-emission vehicle.
