Sec. 100. Order or certified copy. An order or a certified copy thereof, over the seal of the Department and purporting to be signed by the Secretary, shall be prima facie proof that:
(1)the signature is the genuine signature of the Secretary;
(2)the Secretary is duly appointed and qualified; and
(3)the Board and its members are qualified to act.
