Sec. 3.20. "Labeling" means the label and all other written, printed or graphic matters:
(a)on the pesticide or device or any of its containers or wrappings,
(b)accompanying the pesticide or device or referring to it in any other media used to disseminate information to the public,
(c)to which reference is made to the pesticide or device except when references are made to current official publications of the U. S. Environmental Protection Agency, Departments of Agriculture, Health and Human Services or other federal Government institutions, the State experiment station or colleges of agriculture or other similar state institutions authorized to conduct research in the field of pesticides.
